The SENDTO Group

The SENDTO Group (affiliated to the LPHCA) is for Special Education Needs Disability Transport Operators in the taxi and private hire vehicle (PHV) industry who undertake home-to-school, patient and social transport services.
This group was formed due to the distinct differences from other PHV licensed operators' needs and issues. The group intends to tackle these issues, which include:
- Budget implications on NI and minimum wage increases
- Medical examination delays
- Vehicle age and air quality rules
- Out of vehicle liability insurance
- Inadequate training and testing
- Seat buckle (restraints) requirements
- Restricted licenses for SEND transport only drivers

CURRENT CAMPAIGN – Budget NI Increases
From a standing start in January this year the LPHCA’s SENDTO Group has built and launched a dedicated website to campaign against the devastating impact of the government’s proposed increase in Employer National Insurance (NI) Contributions and lowering of the threshold for employers. As many drivers and passenger assistants work part-time, in short, unchallenged, this will increase NI costs for home-to-school and disabled transport.
The super technology the website uses, and the dedication of everyone concerned, has enabled over 5,000 emails, letters and messages to reach politicians and the media; the media and political support has been incredible.
Please see sendto.org.uk for full details and to see the campaign in action.
SUCCESS – So Far
The phenomenal work by all concerned has culminated in a House of Lords successful amendment to the National Insurance Contributions (Secondary Class 1 Contributions) Bill to exempt transport for children with special educational needs and disabilities from their increase in employer national insurance contributions (Lords Hansard, Division 5, 25th February 2025, Hansard). The amended Bill will now go forward to the House of Commons, where we hope the government will accept the amendments.
This was carried by 235 for and 152 against.
