Following the publication of the New English National Regulations proposals we sought a meeting with the Parliamentary Under-Secretary of State and Minister for Local Transport with responsibility for Taxis and Private Hire Lilian Greenwood MP.
Following a request, we were granted a meeting with the Minister and senior DfT Officials in Westminster last week on Thursday 8th January 2026. An LPHCA Platinum Members' delegation was hastily convened over the Christmas break to enable us to discuss the content and potential impact of the proposed regulations and some worrying amendments that were being tabled by some MPs.
I’d like to thank our Platinum Members Stacey Lock (Managing Director of Five One Taxis Limited, Lowestoft), Greg Mendoza (President at Carey International), and Andy Mahoney MBE (Chair of the 24x7 Group) for their work over the Christmas period and for their valuable attendance at the ministerial meeting, where between us we had all aspects of taxi and private hire covered.
During the meeting we covered the following on The English Devolution & Community Empowerment Bill:
- The Need for National Standards not ‘Minimum National Standards’
- Concern over proposed amendments that would bring Unworkable Out of Area restrictions
Other current industry issues that we covered:
- Mandated CCTV
- DBS problems
- Medical form inconsistency and delays
- Unnecessary training and testing
- Licensing Disabled Vehicle problems
- Restricted Licenses for SEND
- Autonomous Vehicles
- DVLA licence check problems
- Airport Drop Off Fees
We managed to cover a great deal with the Minister and her officials but focused on the two primary subjects of National Standards and Unworkable Out of Area restrictions, concluding by thanking the Minister and promising to come back to her shortly with more details.
